La Latin American and Caribbean University se creo en enero de 1993 por el Parlamento Latinoamericano (Parlatino). Con Sedes alternas en Brasil, Colombia y Panamá. Its operation was authorized by the Law Approving the Headquarters Agreement between the Government of the Republic of Venezuela and the Latin American and Caribbean University on December 28, 2001.. Incorporated as a member of the National Council of Universities (CNU) in October 2003, according to the Official Gazette of the Bolivarian Republic of Venezuela No. 37,801 dated 21/10/2003.

It provides an LMS (Learning Management System) platform for organizations to integrate and reward collaborators who can acquire skills and contribute to projects. Our Plutus Project Based Learning (PBL) program is a good example.
